With extensive experience in construction management and project management, over a thirteen-year period in both London based and international building and civil engineering companies, Paul came to Hong Kong in 1981 for his first academic appointment as a Lecturer. He has been at the forefront of undergraduate and postgraduate course development within the Department since 1984. He undertook a study into the application of Systems Theory to the Hong Kong construction industry, completing his research MSc. at the University of Salford, in 1989. Following this, he was appointed as the team leader and Chief Editor of the Shui On Construction Review, commissioned by the Shui On Group, which ran successfully for five years. Through his leadership over four years, the Department developed its first postgraduate award of "MSc/PgD in Construction and Real Estate", which has been very much in demand since its launch in 1995. From this the Department spawned the MSc/PgD in Project Management in 1997, and for this Paul has been involved in writing distance learning materials, as well as a web based E-learning version delivered through the CyberU. These programmes are offered in both Hong Kong and China mainland. 

In 2003, Paul completed his second postgraduate research degree, a PhD in the topic area of construction industry development. This uses both grounded theory and statistical factor analysis of empirical data from an international survey. Through this work he was commissioned by the International Labour Office to co-author an ILO Working Paper on the Chinese construction industry together with Professor Lu You-Jie of Tsinghua University, Beijing. Over the past ten years, he has also supervised postgraduate research and published in the area of construction industry development, construction management and construction productivity. 

Paul strives for higher levels of professionalism in building production roles. This commitment is reflected in his thirty years membership of the Chartered Institute of Building, of which twelve years service was given on Regional / Branch Councils, in both the UK and Hong Kong.

1999-2001 Consultant. Sectoral Activities Programme, International Labour Office (ILO) of the United Nations (2000/01) Preparation of a case study report of China as a contribution into the report for the 'tripartite' meeting of Employers, Workers and Governments in the construction industry of 23 countries. The title of the meeting was "The Construction Industry in the 21st Century:  Its image, employment prospects and skill requirements." The work was done jointly with Professor LU You-Jie, Tsinghua University Beijing.
